Highway Trust Fund - Donor and Donee States

In each state, federal highway user taxes are sent to the federal government, credited to the Federal Highway Trust Fund (HTF), and used for federal surface transportation programs. The proportion of dollars a state receives back from the federal government compared to its contribution to the HTF is the rate of return for the state. Some states (donees) receive more than they pay into the HTF. Other states (donors) receive less than what they paid in to the HTF. The fiscal year 2005 rates of return are show in the map below.
